Terms that you need to know :

chain-

slst - slip stitch 

dc -double crochet 

incr-= increasing row 

bldc-= back loop doublr crochet 

What you will need :

Yarn , hook, shears , 

1. Chain 4, Slst to the beg to form ring , 
2. chain 3, do 12 dc , slst into the chain 3 
3. chain 3 dc in the same st , 2dc in the next st and all the other st around , slst ontop of chain 3... 
4. Chain 3 dc in the same st , 1 dc in the next , 2 dc in the next st repeat form till the end slst ontop of the chain 3. 
5. keep incr'still the desired bottom of the bag ...
